"The first proposal of Chelsea was refused by Internacional. And I believe that it is difficult for Chelsea to make a counter-offer for the player. Right now, we are no longer in talks with Chelsea."
This is what Carlos Meinberg Neto has told Sky Sports. However, I feel, this isn't an indication of Chelsea's thoughts. The club may/may not decide to increase the bid. At this point of time, we just have to wait & watch.
